The background originally is a piece of paper; white and clean. I used some tools and filters in Photoshop to make it look like a bad printed copy, and it must be taken from an old cabinet of documentary. You see, there's a stamp on the top, which makes this paper look more officially, and formally. So I tried to change something official into a piece of beautiful paper by relaying out it and placing different elements into; texts, lines.
Personally, I really love the thin vertical line of the paper on the right. It is absolutely contrast with lines I drew.I feel that it directs my eyes to the bottom of the paper.

It is good that you are experimenting with creating textures to use for your background. I think the texture is nice, but what is the message of your overall composition? and why is it so similar to the poster that was shown in class. The placement of the elements, from the Title to where you put the texture element is the same as the poster we saw in class. Is the book 99Francs really about Graphic Design or it is more about Advertising?
You have not cited your inspiration for this piece. If I was the creator of the original composition, I would view your poster as plagiarism. There is a fine line between paying tribute to a design and taking credit for the design as all your own.
